with the ongoing negotiations between congress and president obama regarding, um, the so-called fiscal cliff could be a one, two combination knock out for nation's economy. >> if a strike does happen that means a big chunk of the more than 14,000 members of the international longshoresmen association will be off the job. >> reporter: the ports impacted generate an estimated $11 billion in state and local taxes annually. but losses from any strike will be felt far beyond the coast, with industries as diverse as agriculture, manufacturing and retail taking a hit. that's got the national retail federation urging president obama to intervene: >> the ports are a critical component to the u.s. global supply chain and a potential strike or shutdown to the ports not only impacts retailers but all other businesses who rely on the ports to move the nation's commerce. >> reporter: the sticking point in negotiations: a decades old law, called the container royalty fund. it was established in the 1960s to help dockworkers displaced by technology, the port alliance says these days those royalties serve as a bon

there is still a lot of work going on on capitol hill. president obama said a deal is in sight to stop america going over the so-called fiscal cliff. congress officials have said the house of representatives will not vote before midnight despite tense negotiations to get an agreement signed before midnight washington time. that will trigger a series of automatic spending cuts and tax hikes and could send the country back into recession. >> of america is staring into the economic unknown. there will be some real damage. there are some people deserving far better and we will be scrambling to find budget reductions in we can understand. >> we are upon the fiscal cliff. will we need to focus on is how we find that common ground. ira by -- i believe republicans and democrats alike want to put us on the course to fiscal discipline. >> we are running at a time. americans are threatened with a tax hike in just few hours. i hope we can keep in mind that our single most important goal is to protect middle-class families. >> democrats and republicans in congress have to get this done but

because that can happen. because even if obama has changed as a result of this, it's not clear that a lot else has changed or that anyone else has. you know, the congress is still in partial or effective republican control and the democrats aren't embracing it. >> has he given up on being a unifyier? does he still believe it is possible to bring the two sides of the aisle together? >> i think he does. and i think he's increasingly more pragmatic sounding than the bulk of his party. we've seen him try to make concessions that his party will not accept. there have been times where he wanted to do things that people in his party would not let him do. on the brighter side of changing washington, that is kind of the mandate that everyone as skibed to him. he actually talked about it when he ran. it is almost an impossible thing to pull off and jet it's what ever voter wants most. >> i wonder if the imperatives to unify and swing big can be in conflict with one another. i wonder if in some ways the very republican problems that karen was talking about for, their electoral problems, demographic

when they come back into session for the 113th congress. what's really interesting about this is former governor mark sanford who for a time was very popular republican. he fought president obama's administration on the stimulus program. he had a lot of different things that had him really in high regards in conservatives. then he had an affair. >> ifill: but he's running against or looking... >> jenny sanford his ex-wife hassles expressed interest in this house seat. what's very interesting about this in addition to the fact that they were once married and he had this affair and went public and ended up leaving the governor's race in a bit of disgrace and under investigation for using state funds for meeting his miss stress. he held this seat for three terms. this is a district he's familiar with. she was actually his campaign manager when he held this seat in the late 1990 as and into 2002 when he was elected as governor. neither of them are backing away. both of them have said they're interested. they haven't officially declared. he's got more than a million dollars in the bank left
